At the beginning of the 20th century he worked as a miner in Scotland, where he also joined the miners' union, and served as its secretary between 1902 and 1906. In 1910 he was elected to the House of Commons on the Labour Party ticket, and in 1917 he became leader of the party for five years. In 1924 he was elected Minister for Scotland; he held the post for a second time between 1929 and 1931.
