He worked his way up from a locksmith to a journalist and in 1920-1939 was a member of the National Assembly for the Czechoslovak Social Democratic Party. Later he was Minister of Education (1922-1924), Minister of Railways for one year and Minister of Supply to the People in 1932-1938. After emigrating to England in 1939, he became chairman of the Czechoslovak State Council in London. After the end of the war he was no longer politically involved.
