He defended the members of Omladina in the trials against the editors of Czech newspapers and was also a member of the Reich Council and the Czech Provincial Assembly for the Young Czechs. From 1919 to 1937 he held the office of mayor of Prague. He was known for his anti-Semitic views. For example, he represented the family of the murdered Anezka Hrůzová from Polná in the trial of Leopold Hilsner as an opponent of T. G. Masaryk. Nevertheless, the latter appointed him in 1921 as President of the Constitutional Court. He was the nephew of Karel Havlíček Borovský.
